Establish a publicly available GIS-based cadaster that maps all the properties owned by the Government of Malta within a three year period, including details on title, access rights, and use, thus establishing a completely transparent platform on the ownership of properties within the public domain. The cadaster shall be extended to include all privately held properties over a ten year period.
