When elected to government, the prime minister should discuss the top 5 ideas on this portal every quarter, amending the proposals where necessary. At the end of every year, a report should be published listing all the proposals discussed from this portal and what action was taken to address/implement/discard them. This initiative could be made even better by contacting the person who proposed the idea via e-mail and setting a meeting with them to discuss the idea further!
